The Impact of Poverty Reduction Program into Women Economy Behavior in District of Kemtuk Gressi Jayapura Regency (Study Case)

Abstract: Based on The Intenasional Summit which had launced the 8th important issues on Millenium Development Goals (MDGs), is very usefull to improve the community life. The quality of women’s life has been one of basic aspects to build sustainable development of a nation (Khofifah, 1998). Sustainable development can take place if the entire communities (men and women) being optimally involved in whole development program with  using efficient and effective principles. The quality of life is largerly determined by formal and non formal education, both poor degree of health and nutrition, buruknya derajat kesehatan dan gizi, and also the presence of accessbility to development resources. Those factors mentioned above are mutual supporting and can not be separated from one another. Although, development activity in Papua Province is growing up, the society is still livingin the cycles of poverty, especially for women in District of Kemtuk Gresy, Jayapura Regency, Province  of Papua. The aims of the study are: 1) to know the impact of Poverty Reduction Program (into the changing of economy behavior of Papuan Women in Kemtuk Gresi, Jayapura Regency, PapuaProvince; 2) to explore how Poverty Reduction Program influenced the generating income of  Papuan Women. The methods of data collection are in-depth interview to 150 respondents, and 5 key informants (Community, Traditional, Religion, Women, and Youth Leaders), and observation as well. In order to find the answer, is using descriptive qualitative. The result of the first research question indicated that in terms of Changing of economic behavior: 34 percent of Papuan Women in Kemtuk Gresi are changing their economic behavior, mainly their production and marketing strategy; whereas 66 percent of respondents are still in traditional way for production and marketing. The second result is 38 percent of respondent’s income are increasing, and 44 percent respondents are remains static or even volatile, finally, 18 percent respondents are going out from economic activities, because of missing capital of business.Starting from the result, we can give some recommendations: 1) changing economic behavior should be started from young people, so all parties should participate intensively to push young women entrepreneur to engage in business activity; 2) the government should involve traditional leaders to support women entrepreneurs by providing a piece of land or other forms of capital.

The goal of the research are 1) To describe the method of Poverty Reduction Program in District of Kemtuk Gresi; 2) To Analyze the impact of implementation of Poverty Reduction Program  into Papuan Women Economic Behavior; 3) To discuss the effect of the provision of capital, equipment and training/after training support into income generating of Papuan women entrepreneurs; 4) To know what are the contribution of Local Traditional Institution “Dumtru” into Papuan Women Economic Behavior in Distrik Kemtuk Gresi; 5) To Explore the obstacle factors of Papuan Women Economic Behavior in District of Kemtuk Gresi; 6) To looking for Papuan Local Wisdom-based Poverty Reduction Model;

The Analysis tools ia using Descriptive Qualitative Analysis, with Domain Analysis..

The result of the study are 1) The Method is Participatory Development of Communities Autonomy in Distric of Kemtuk Gresi., 2) Poverty Alleviation Program has changed the mindset and economic behavior of Papuan Women Entrepreneurs; 3) The provision of capital, equipment and training/after training support has changed Papuan women economic behavior and income generating is about 2-3 times more than previous income; 4) The contribution of Local Traditional Institution “Dumtru”:into Papuan Women Economic Behavior are a) The institution has determined the selling price of cocoa in order to protect the farmer; b)  The contribution of Local Traditional Institution “Dumtru”: has an authority to manage the mechanism of transaction and distribution of products based on market price; c) Promote the gender based-development in the village and decision making process; 5) Papuan Local Wisdom-based Poverty Reduction Model, which  is empowered local traditional institution, church, government, Bank & non Bank institution, corporation and Higher Education;  6)  The impediment that have been experienced by Papuan women farmer and entrepreneurs are: 1) The entrepreneurs have to share the profit to  their family or community 2) Contribute the money to support traditional events; 3) There is no separation between individual and business asset; 4) Un-consistently in production system..

The recommendations are:1) Expected that poverty reduction model should empower Government, communities and traditional institution, Church, Bank or non Bank institution, corporation and Higher Education; 2) Provision a capital should give directly to the entrepreneurs mainly women entrepreneurs; 3 In order to change the farmer’s life, they should be given after training support effectively during 1-2 years.
